The cable attaches to and restrains the suit's neck ring to prevent the helmet from rising when the suit is pressurized. (The cable on the left of this photo is bare; the cable on the right of the photo has a protective spiral winding, presumably to prevent abrading the suit's silver aluminized outer layer.)
