I have no reference diagrams for the H-1 injector, but I assume that the larger, ringed orifice on the injector is a fuel igniter housing, used to deliver the pyrophoric fluid (which is hypergolic with oxygen) from the hypergol cartridge to initiate combustion. This would be similar to the LR-89 (Atlas booster) engine injector and the F-1 injector.
