This looks like a Block II boilerplate, based on horizontal orientation of the simulated RCS thrusters and the presence of the RCS engine protector. The sea recovery cable looks like it was used to lift the boilerplate, but I suppose it could have been used to position the boilerplate at the Discovery Center.
