This was definitely a training (Class III) suit. The neck ring not only has "Class III" engraved in the metal of the neck ring (at right), but also has a "Class III Not for Flight" label on the locking mechanism.

Although early Apollo suits did have blue neck rings, they were a deeper blue, leaving me to wonder about the origin of this suit.
