This was definitely a training (Class III) suit. The neck ring not only has a "Class III Not for Flight" label on the locking mechanism but also has "Class III" engraved in the metal of the neck ring.

Although early Apollo suits did have blue neck rings, they were a deeper blue, leaving me to wonder about the origin of this suit.
