The boot's retaining strap assembly.

To don the boot, the astronaut would open this retaining strap, undo the two snap fasteners to allow the upper part of the boot to be unfolded, insert the pressure garment assembly boot (using the donning strap, as required), gather the excess material and close the snap fasteners, and then fasten the retaining strap and adjust and latch the strap assembly.

Documentation notes that the "latching mechanism of the strap can be activated by a crewmember wearing extravehicular gloves."

The strap closing on the boot's right-hand side indicates that this boot was worn on the left foot.
