The fixture at the 11:00 position would appear to be a vent or propellant fill/drain.

On the S-3D rocket engine, the turbopumps were mounted on the missile frame, forward of the engine's gimbal bearing, which meant that the propellant high-pressure ducts had to allow for the movement of the engine; to this end, each of the propellant high-pressure ducts incorporated two braided-covered bellows sections to provide the required flexibility.

Note at lower right where the braided covering has peeled back from the fuel high-pressure duct, exposing the bellows section beneath.
