The square hole would allow access to the PGA's pressure relief valve, while the velcro around it would allow the valve's cover to fasten to the rest of the ITMG.

The metal band could close to help keep the ITMG writs fastened to the PGA wrist, as seen in the pressure relief valve photo linked above.
