The duct at center is part of the east nozzle ramp fuel "T" ducting.

The fuel duct enters the "T" behind the dark-colored strut (the smaller-diameter, foil-wrapped line which run over the top of fuel duct is visible above the dark strut). The duct at center leads to the fuel manifold on the forward end of the nozzle ramp and to the ramp cooling manifold at bottom.
