The tag also appears to be datestamped "Mar 30 1989" (but see below) I assume that the "GFE" refers to "government-furnished equipment," meaning that North American Rockwell did not include it as part of the command module contract. The tag indicates "Class I", which in the NASA quality class hierarchy refers to flight equipment. The tag refers to "Johnson Space Center", rather than the "Manned Spacecraft Center" (as it was known during the Apollo era), meaning that the tag was issued sometime after early 1973 (when the center was renamed). The date stamped on the tag is hard to read and could say either "1969" or "1989", but I listed it as 1989 above because JSC didn't exist until 1973 and Apollo 14 wasn't until early 1971. It's possible that the shavers were long-lead items and so were acquired some two years before the flight, but again the center wasn't renamed until shortly after Lyndon Johnson died in early 1973.
