A Lunar Scoop in 2003.

The accompanying sign reads

Lunar Scoop

A stainless steel scoop was used by the astronauts to collect soil and rock samples too small to be picked up with the tongs. It is adjustable from 0 to 90 degrees for scooping or entrenching. The scoop can also be attached to the extension handle.

Additional information on this tool can be found on page 27 of the Catalog of Apollo Lunar Surface Geological Sampling Tools and Containers, and Apollo 11 photo S69-32248 shows Neil Armstrong using a scoop while training.
