Walk-around of what appears to be a small solid-propellant roll motor.

Mounted perpendicular to the direction of flight, it would appear that the two small rocket motors could be used to spin-stabilize the rocket. Although some versions of the Scout were unguided, none of the literature I read indicated spin-stabilization. Also, spin-stabilization seems unlikely, given that at least two stages had fins.

These are a bit of a mystery.

Note that the final two pictures are of the motor on the building side of the missile; the first picture is of the one on the parking lot side of the missile, due to the angle of the sun and lighting considerations.
