The suit's neck ring restraint.

Also known as a helmet tie-down strap or a helmet-torso restraint system, it was used to prevent the neck ring from riding up and obscuring the astronaut's view when the suit was pressurized.

It is normally anchored at the lower torso, with the upper portion going around the neck ring, but this particular suit's mechanism appears to have come loose.
