Looking up a nozzle ramp toward a thrust cell, the foil-clad tube is a fuel (hydrogen) supply line, entering the thrust cell at the insulated, white band to provide regenerative cooling to the combustion chamber walls (the nozzle ramp is also regeneratively-cooled by part of the fuel before being routed to the thrust cells).
