The "drafting tool set" is a "Dietzgen Commander Drawing Instruments" set. While looking for additional information on this particular set, I found that Dietzgen is still in business today, although no longer seems to sell this particular product line. I was surprised to find that like-new versions of this set can be had on eBay for less than $20, or for as low as $5 if you don't mind if it's "missing 3 pieces."
